Atmanirbhar Bharat Abhiyan Day 4 and 5: 

Commercialisation of Coal, IBC Norms Relaxed in the Last Two Tranches

Of the Rs 20 lakh crores announced by the prime minister, around Rs 11.02 lakh crore will be disbursed via announcements made in the past five days, Rs 1.92 lakh crore has already been spent by the government under Pradhan Mantri Garib Kalyan Yojana and the rest of the Rs 8.01 lakh crore has already been spent from RBI's coffers.

Here’s a brief on what was announced by the finance minister over the weekend

  • Day 4:
  • Defense: FDI in Defence manufacturing has been hiked to 74% from 49%.
    Mineral: A new mineral index is on the cards.
  • Atomic Energy: Start-ups and private companies to get access to ISRO infrastructure and geo-spatial data.
  • Coal: Coal mining, which was a Government of India monopoly till date, will be opened for commercialization.

  • Day 5:
  • State Government Borrowing: State government borrowing has been increased to 5% from 3% of the state gross domestic product however states can use the funds only in tranches.
  • MGNERGA: Additional allocation of Rs 40,000 crore towards MGNREGA
    Insolvency and Defaults: Any debt incurred by companies due to coronavirus will not be considered as a default. The minimum threshold to initiate insolvency proceedings has been increased to Rs 1 crore from Rs 1 lakh.
